Congressman Jon Porter (Ret.) is a founding member and President/CEO of the Porter Group, a bipartisan government relations, lobbying, public affairs and business consulting firm.
Jon possesses a unique set of skills built upon 30-plus years of experience in business, public policy and politics. He built and ran a multi-million dollar insurance business and was elected to a variety of government and private sector leadership positions including three-terms as a United States Congressman. He understands the pressures and challenges of running a business and, at the same time, possesses sharp political instincts based on his many years in office. This differentiated set of experiences gives him the ability to see a path to solution with far greater clarity than others.
Whether business or politics, Jon's trademark always has been bipartisan relationship and coalition building. He has built a sizable network of relationships and connections, which gives him an advantaged means of getting to the right people. These are sophisticated and trusted decision makers at the highest level of business, government and political leadership. Owning a business and serving as an elected official have provided him with a unique vision, giving him the ability to find solutions to most any problem or crisis involving business, government, legislation or politics. It also gives him the tools to connect people to new market and customer opportunities and provide deep insight for clients who are pursuing new ventures or expanding into new business models.
Jon's base of clients includes both domestic and international businesses in areas of technology, transportation, travel and tourism, aviation, insurance, healthcare, energy, defense and gaming, among others. He also represents government agencies and professional organizations including local governments, regional transportation agencies, airports, convention authorities and chambers of commerce.
Major General Robert Herbert has more than 40 years of experience in Defense, Aviation, Transportation, Homeland Security, and Veterans issues. General Herbert brings our clients his deep expertise in the federal legislative process, having served as senior advisor to Democratic Leader Harry Reid for 20 years, including as Director of Appropriations overseeing all 12 federal spending bills, including Defense, Surface Transportation Reauthorization, FAA Reauthorization, Homeland Security, and Veterans legislation.
An instructor and test pilot with more than 7,000 hours in helicopters and fixed wing aircraft; General Herbert is a leader in the aviation community. He maintains a broad network across aviation industry stakeholders, including federal agencies, airlines, airports, general aviation, unions, machinists, and aerospace companies.
General Herbert has deep roots in Nevada. He has maintained a home in the state since 1982, when he joined the Nevada National Guard, and for several years served as the Director of Aviation and Safety. In 1999 he also coordinated Senator Reid's outreach initiatives to cultivate relationships with Nevada's community leaders, managed constituent services, served as the Senator’ssurrogate, and led the Senator's Southern Nevada office for several years.
General Herbert currently serves as the Special Assistant to the Chief, National Guard Bureau for National Security Policy.
General Herbert holds a Bachelor of Professional Aeronautics from Embry-Riddle University, a Masters of Public Administration from George Washington University, a Masters of Science in National Security Strategy from the National Defense University, and a Certificate in Senior Leadership from Georgetown University. He splits his time between homes in Las Vegas and Washington, DC.

Chris Porter brings a wide range of personal and professional experience to the firm. Prior to joining Porter Group, Chris owned and operated one of the leading insurance companies in Nevada, winning multiple industry awards with some of the highest retention rates in the state.
Chris was also a board member on the Farmers Employees and Agent Political Action Committee, Legislative Chair for the Clark County and Nevada Associations of Health Underwriters and a Congressional staffer for Congressman Jim Gibbons. He has also been a spokesperson and campaign strategist for multiple political campaigns.
Chris brings extensive knowledge to Porter Group’s expanding labor, health care and financial services client base. Because of his experience in business management and grass roots organization, Chris provides private sector insight and enhanced customer relations to every project.
Chris was born and raised in Boulder City, Nevada and studied Finance and Political Science at the University of Nevada, Reno and University of Nevada, Las Vegas.
Dan Mauer is responsible for developing and implementing legislative strategy, building and maintaining pertinent relationships on Capitol Hill, and overseeing projects that relate to the Congress or the Administration. He also plays many key roles in the firm’s business development practice and provides his insights on a wide range of client issues unrelated to the federal government.
Prior to joining Porter Group, Dan was the Legislative Analyst for a major national law firm’s Government Affairs and Public Policy practice group in Washington, DC. In that capacity, he served the firm’s clients by tracking legislation, drafting memos and updates, interpreting legislation and regulation, and acting as an intermediary between clients, the firm, and the Congress.
Mauer’s background also includes serving as a staff member for United States Senator Norm Coleman. During that time, Dan handled issues relating to taxation, the federal budget, labor and telecommunications. Notably, he worked on landmark legislation such as H.R. 3221, the Housing and Economic Recovery Act, H.R. 1424, the Emergency Economic Stabilization Act, and S. 7005, the Auto Industry Financing and Restructuring Act.
Dan was born and raised in the Twin Cities and earned his Bachelor of Science degree from the University of Wisconsin - Eau Claire, where he studied economics and political science.
Brian McAnallen has more than twenty years of lobbying experience, representing a diverse client base, which includes local government, the business community in two different states, communication companies, hospital systems, healthcare non-profits and trade associations.
Most recently he worked for the City of Las Vegas, as Director of Government Relations, driving the agenda and strategy on all efforts for the city at the local, state and federal level. He was a key advisor to the Mayor on her initiatives with the US Conference of Mayors.
Brian previously held the position of Vice President of Government Affairs for the Las Vegas Metro Chamber of Commerce, Nevada’s largest business organization, representing more than 5500 business employers and more than 230,000 employees. He was also Director of Legislative Affairs for CenturyLink, a Fortune 500 communications company. In those positions, he was the primary lobbyist at the Nevada State Capitol and worked closely in Washington DC with the Nevada Congressional Delegation to develop and implement strategies to advance legislative agendas.
Brian has more than ten years of experience as a chief government affairs representative for a variety of organizations in the State of Arizona, including Scottsdale Healthcare, a large hospital system, the Arizona Chamber of Commerce and the American Cancer Society. His public sector experience also includes working in the office of former U.S. Representatives Bob Stump and John Shadegg and for two Speakers of the Arizona House of Representatives. He has campaign experience, successfully managing state wide ballot measures and congressional, state and local races.
Brian was born in Butler, Pennsylvania and grew up in Tempe, Arizona where he studied Political Science and History at Arizona State University.
Sara Moffat is considered one of the most respected public lands experts in Washington, DC. Prior to joining the Porter Group she was Director of Strategy for Heritage Outdoors and Policy Advisor to U.S. Senator Harry Reid specializing in public lands and natural resources issues. Sara worked on various energy and environmental issues for Senator Reid for over seven years, serving in both his state and DC offices.
She was also Community Relationship Manager at the American Cancer Society and worked in the Nevada State Legislature as an attaché to a member of the State Assembly and on campaigns for candidates running for City Council, State Assembly and the Board of Regents.
Sara earned her Master’s Degree in Comparative Politics from the London School of Economics and Political Science and her Bachelor’s Degree in Political Science from the University of Nevada, Reno.
Ilse Walton directs the Porter Group’s office operations, procedures, and scheduling.
Prior to joining the Porter Group, Ilse worked for a highly-regarded Nevada law firm. Ilse’s time-management and case strategy skills were utilized in the training of all new employees and in the delivery of personalized attention to each individual client.
Ilse also worked as an executive assistant to a senior partner at one of the largest and most successful law firms in Washington State. She handled high-profile cases, including some that were successfully litigated in the Washington State Supreme Court. Ilse was also responsible for acting as the firm’s sole Hispanic community liaison for the entire State of Washington.
Ilse was born in Oaxaca, Mexico, and grew up in both Monterey County, California and Las Vegas, Nevada. She earned a Bachelor of Science in Hotel Administration with a focus in Meetings and Events Management and minor in Political Science from the University of Nevada, Las Vegas.
